    I'd be interested to know what offence he was charged with to produce a fixed penalty. The article didn't mention the riders name either. I'm from Richmond and haven't heard on the grapevine. ...

    Sounds like the rider was fined for riding on a footpath at £30 and not given an asbo.

    If the guy was riding illegaly [on footpath or bridleway] had he not accepted the fixed penalty fine, he would have been issued a S59 notice and that would go on the police national computer [lasts a year] and that notice counts against both him and the bike, any more S59's in that year and the bike is confiscated.

    Thats my understanding anyway.
